UNDP has been in Russia since 1993, when a corresponding Agreement was signed with the Government of the Russian Federation. The UNDP Country Office was established in Moscow in August 1997 with Regional Centres currently maintained in St. Petersburg and Petropavlovsk-Kamchatsky. UNDP implements its programmes both at the Federal level and in a number of regions of the Russian Federation, offering customized solutions to development challenges at all levels.

To most effectively promote human development, the Country Programme prioritizes the facilitation of national goals and aspirations with the appropriate mix of policy advice, development services, and financial and human resources. To achieve this, the 2004-2007 Country Programme centres on five Development Practice Areas.
