Senior Officer of Treasury Department

China Construction Bank Corporation Astana Branch is an overseas branch of China Construction Bank Corporation, which is Kazakhstan-and-Central-Asia oriented. The Branch intends to provide banking services and products throughout Kazakhstan as well as Central Asia. The fundamental client base consists of AIFC participants, local Kazakhstan firms, Chinese firms and etc.

Treasury Department is seeking a Senior Officer of Treasury Department.

Responsibilities:

1. Assist Head of Dept. in developing the Branch’s treasury plans and strategies, determine interest rate characteristics of assets and liabilities;
   2. Assist in preparation of documents for Asset & Liability Committee (ALCO);
   3. Assist in managing liquidity, market risk limits and regulatory liquidity ratios;
   4. Manage financial institutions treasury limits, incl. liaison with Head Office as and when necessary;
   5. Manage the minimum cash balance, minimum liquidity assets for reserve requirements;
   6. Manage and monitor the Branch’s funding positions of all currencies and inter-bank counterparties limits;
   7. Manage the overall liquidity with money market transactions, namely overnight placements, FX swap, interest rate swap and forward rate agreement;
   8. Cover FX (spot and forwards) position arising from clients’ trades (banks and corporates);
   9. Assist to manage the administration of treasury investment portfolio, as well as conducting the annual credit review;
   10. Assume responsibilities of a relationship manager;
   11. Comply with local and head office policies, rules and regulations;
   12. Perform relief duties for treasury activities as and when required;
   13. Any other duties assigned from time to time.

Requirements:

1. Education and training: Bachelor’s degree or higher in finance, banking or related discipline or equivalent education background;
2. Experience: at least three years work in banks, or in an area relevant to the assigned responsibilities;
3. Communication skills: fluent English, Chinese is preferred;
4. Integrity, impartiality, dedication, strong sense of responsibility and perfect team work;
5. Self-motivated and customer focused.
6. CV in English.
