Job Summary: The Chief Accountant plays a critical role in ensuring the financial integrity and compliance of the university's operations. This position oversees all aspects of accounting and financial reporting, including budgeting, financial analysis, and internal controls. The CA provides strategic leadership in financial management and collaborates closely with university leadership to support decision-making and achieve the institution's goals.

Roles and Responsibilities:

1. Financial Systems and Processes: Oversee the implementation and maintenance of financial systems and processes to support efficient and accurate financial operations. Identify opportunities for process improvements and automation to enhance efficiency and effectiveness. Provide training and support to staff on financial systems and processes.

2. Financial Reporting and Compliance: Oversee the preparation and analysis of financial statements in accordance with generally accepted accounting principles and regulatory requirements. Ensure compliance with all relevant laws, regulations, and accounting standards. Coordinate external audits and liaise with auditors to facilitate the audit process.

3. Budgeting and Forecasting: Develop and oversee the university's annual budgeting process, working closely with Schools/department heads and senior leadership. Monitor budget performance and provide regular updates and analysis to university leadership. Develop long-term financial forecasts to support strategic planning and decision making.

4. Financial Analysis and Decision Support: Conduct financial analysis to support decision-making and identify opportunities for cost savings or revenue generation. Provide financial guidance and support to university leadership on various initiatives and projects. Collaborate with other departments to develop financial models and business cases for new programs or investments.

5. Internal Controls and Risk Management: Establish and maintain effective internal controls to safeguard university assets and ensure the accuracy of financial reporting. Identify and mitigate financial risks through proactive risk management strategies. Monitor compliance with internal controls and recommend improvements as needed.

6. Treasury and Cash Management: Manage the university's cash flow and liquidity to ensure sufficient funds are available to meet operational needs. Develop and implement cash management policies and procedures to optimize the use of funds. Monitor banking activities and maintain relationships with financial institutions.

7. Tax Compliance and Strategy: Ensure compliance with all tax obligations. Develop tax strategies to minimize the university's tax liability while maintaining compliance with applicable laws and regulations. Coordinate with external tax advisors as needed.

8. Leadership and Team Development: Provide leadership and guidance to the accounting and finance team, fostering a culture of excellence, collaboration, and continuous improvement. Recruit, develop, and retain top talent within the accounting and finance department. Set clear expectations and goals for staff and provide regular feedback and performance evaluations.

Qualifications:

- Master’s degree in Accounting, Finance, or a related field; PhD degree preferred. 10+ years of progressive accounting and finance experience, including leadership roles.

Strong knowledge of accounting principles, financial reporting standards, and regulatory requirements.

Proficiency in financial management systems and software.

Experience in the higher education sector or other complex organizational environments preferred.

Excellent analytical and problem-solving skills, with the ability to think strategically and make sound financial decisions.

Strong leadership and communication skills, with the ability to collaborate effectively with diverse stakeholders. Demonstrated initiative, independence, and a collaborative mindset, with a strong commitment to teamwork and achieving shared goals. A good listener with the ability to understand diverse perspectives and facilitate constructive dialogue.

Proficiency in English required; proficiency in Uzbek and Russian.
